Supervisory Technology Transfer & Patent Specialist, GS-0601-15

Duties include:

  • Provide leadership and direction on all matters related to the development and management of technology transfer, intellectual property, and patenting and licensing programs, initiatives, and activities.
  • Prepare and present operational and management evaluations and reports on agreements including Cooperative Research and Development, clinical trials, material transfer agreements, data transfer agreements and confidential disclosure agreements.
  • Develop and conduct educational programs to train scientific and administrative staff on technology transfer issues such as inventions, patents, licensing, transfer of confidential information, data, research materials, and copyrights.
  • Provide authoritative advice, guidance, and assistance on developing and managing intellectual property, registering and managing patents, negotiating terms of agreements for technology transfer, managing and administering licenses and royalties.

Qualifications

Minimum Education Requirement:
In order to meet the Basic Requirements for a Supervisory Technology Transfer & Patent Specialist, GS-0601, you must possess a Bachelor's or graduate/higher level degree in a major study in an academic field related to the medical field, health sciences, or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

In addition to meeting the Minimum Education Requirement, you must meet the following Qualification Requirement:
In addition to meeting the Basic Qualifications, you must demonstrate in your resume at least one year of qualifying specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: managing technology transfer, intellectual property, and patenting and licensing programs for a biomedical research organization; negotiating or implementing technology transfer agreements for joint research and development projects; interpreting and advising on laws, regulations and policies impacting technology transfer, intellectual property, patenting, or licensing programs and activities; conducting training on technology transfer issues such as inventions, patents, licenses and transfer of confidential information; and assigning and directing the work of other staff.
